This letter was long considered the most secret of the "Ummo network". It is reported that there were two copies, but we know of only one.

Before Ummo-sciences, there were three incomplete distributions of this letter:

"This second document is a missive received in 1988 by a number of Spanish contacts. For a long time, it was considered the most secret in the file, and on reading it, we can understand why. But when the Spanish networks collapsed, Barrenechea, from Barcelona, dropped the ball."

There were 27 signatories to the pledge of secrecy on this letter, which must have been read on February 7, 1988. The commitment was requested by the authors in very strong terms.

Dear humans of OYAAGAA (Earth): We are an expeditionary group of explorers from a Planetwhose phonetically expressed name can be verbalized as follows in Spanish: UUMMO. (OOMO in English)
We live transiently on your world, mingling with you since our anatomical morphology is similar to yours.
We know it's difficult to accept this statement on our part. The most prudent attitude for you is not to accept our identity unless we can provide you with sufficient proof.
We urge you to always act in this way. Never endorse any assertion or hypothesis that is not associated with a mathematical model of behavior that is sufficiently predictive, or that cannot be observed with genuine rigor. Don't rely solely on inductive or deductive dialectical methods. What you call, in Spanish, "common sense" should not be considered as a standard for scientific formulation. This "common sense" is obtained intuitively, and intuition, while sometimes very valuable for you in solving a problem or creating models and ideas, structuring networks and systems and even generating artistic creations, is also the source of serious errors.
Common sense" and intuition are sources of serious error. These forms of mental process dictate phenomenological notions that you yourselves have discovered to be false.
Thus the popularly accepted fallacies that a ball of steel falls faster than a globule of cotton, that time flows with the same fluidity for a traveller as for his brother standing relatively still, or that the steam a YIEE (woman) sees coming out of a vessel of boiling water is water vapour (the vapour is invisible. what is visually perceived are the fine spheroidal drops of liquid water).
The failure of many of Earth's schools of thought was to accept as truths concepts that came from "common sense", the intuition of human testimony, the hypothetical revelation of inspired beings or sensory perception.

In addition, you may ask us why we do not guarantee our identity through consistent evidence.
On other occasions we have insisted on the family of reasons that prevent us from doing so. Please note that our reports are always didactic. When we speak of IBODSOO UU or Multicosmos, we never offer you a mathematical model of it, nor the way to isolate or measure the parameters that allow us to conform it.

Evaluate the motives behind our inhibition.

Our UAA (Moral Law) prevents us from interfering in the evolutionary process of the culture of another galactic humanity. If we did, we could cause terrible distortions in your Social Network. A body of knowledge cannot be brutally assimilated. It requires a long interval of progressive fluxion in the brain. If we were to bring you advanced theoretical models of mass, information and energy behavior, these would immediately be used for unethical purposes. For example, a technology that would enable you to solve the problem of cancer would defer to a profound knowledge of certain nuclear DNA sequences and the means of controlling their alteration, which would in turn be used to create terrible biotechnological weapons that would cause more death in the population and more suffering for the Social Network than what is generated by these atypical histological formations.
Clearly, we can't provide you with just a fragment of highly advanced knowledge, for example on the crystallography of new materials, without simultaneously bringing you advanced mathematical endowment, a new paradigm of physical laws, and with it an advanced conception of biological networks. In other words, bringing you technology on our level is not possible without simultaneously teaching you almost the entire corpus of our knowledge. Imagine how it would have been possible in your Middle Ages to teach an alchemist the behavior of a superconductor without first providing him with the informative endowment concerning Differential and Integral Calculus, Quantum Mechanics, Wave Physics, Maxwell's Laws, Electrophysics, Thermodynamics and with them technological applications in cryogenics, electrical engineering and electronics, in addition to clear ideas about chemistry, crystallography.... And who at that time would have built the components of the laboratory without an industrial infrastructure, and with it a system of politico-economic order that was unthinkable at that stage of medieval humanity? How long would it have taken to train an engineer in those days? What's more, how could they have trained him in a social environment where any idea or phenomenon that deviated from the theological thinking of the time was considered diabolical?

Those of your brothers who ask us for some scientific contribution from our advanced knowledge have not the remotest notion of the consequences that would ensue if we were to satisfy them.

Clearly, we could dose this flow of data, very slowly so that it could be digested gradually.
That's what we're doing with our reports. On the other hand, that's what you're doing through your scientists and thinkers; discovering, step by step, the laws of Nature.

So we're not the least bit interested in whether or not you believe we're from UMMO, preferring a prophylactic skepticism that will allow you to follow your own evolution without neo-humanist disturbances.

On the other hand, for the rest of us, the tactic of working anonymously without identifying ourselves is very valid. We urgently need to study the turbulent evolution of your culture, your institutions, your geopolitical tensions, without suffering any interference. A very open intervention on our part, making ourselves known, would cause such a disturbance, and an exaggerated exalted interest on the part of journalists, scientists and statesmen, which would imply a serious alteration of the very sample we are dealing with.
It is necessary at this point to reveal that, despite everything, we have been obliged to carry out important interventions.

PLEASE READ OUR FOLLOWING STATEMENTS CAREFULLY.

Men of the Earth. Our ethics prevent us from violating the principle of non-interference in the free evolutionary course of the Social Network of a planet inhabited by intelligent, human brains. We come from a planetary entity some 14 light-years from Earth, and our exploratory group has resided among you since 1950 on March 29 (Earth Date), mingling among you with the population of various countries. On this memorable occasion, our topological landing point is concentrated in the vicinity of a small urban core in the south of France.
We were able to study your languages, roles and customs, and endowed as we are with an anatomical body with morphological traits similar to those of Earth's "Homo sapiens sapiens" species, we can get by on Earth without needing to identify ourselves.
We haven't come to disturb you, and certainly not with aggressive intentions. Our mission is to study Earth's millennia-old culture, full of exotic riches for us. Above all, we've been impressed by the multifaceted variety of your ethnographic customs, and your prodigious progress in the field of artistic expression, the only aspect in which you surpass us with noticeable differences in level.
On the other hand, our level of knowledge of the physical-biological structure not only of the perceptible Universe but also of the global cosmological system to which astrophysicists and cosmologists on Earth do not yet have access, is much higher.
Our planet includes a large continent.

Our social system is not disaggregated into fragmented sub-networks; we have a central control system or government, governed by OEMMIIs (Humans of UMMO) selected according to their neuro-cortical development and assisted in their decisions by an extensive information processing network, designed to adopt intelligent decisions, plan the complex system of economic-social relations, and advise and direct by guiding rules the complex network of interactions in fields as diverse as scientific research, teaching or the administration of corrective factors for the moral conduct of all individual entities.

Our study of the Earth extends to its geological and meteorological characteristics, its biosphere and corresponding ecosystems, and also to the analysis of the characteristics of the planetary system of the star to which you are linked.

On UMMO, we brought with us unpublished Documents of great archaeological value, samples of artefacts produced by various cultures and a sampling of biological and mineral structures.
Small artefacts (small furniture, tools, machine parts, components of technical systems, etc.) were transported and reproduced using the IBOOUAXOO ONNEE technique (a system that enables the structure of an object to be analyzed molecule by molecule and reproduced with precision). The originals were returned to Earth. We keep many objects discovered by us that will be of enormous historical interest to you, and we will return them to you in due course.

We have not brought any human beings from Earth to UMMO. For reasons of biological incompatibility, it is not possible for us to plan a mutual fertilization experiment between one human from Earth and another from UMMO.

Some of your brothers of different nationalities, in the course of our telephone dialogues with them, have asked us for an intervention, or at least an orientation, to help shape a society like Earth's, abruptly dislocated and generating a multitude of sources of physical and moral suffering for its components.
It seems obvious that an input revealing quasi-magical formulas for combating diseases as serious as atypical tissue alterations, severe heart disease or viral attacks on the immune system as in the case you call Acquired Immuno Deficiency Syndrome (A.I.D.S.), technological formulas for economically producing energy in a non-polluting way, biotechnochemical schemes for the massive and cheap production of dietary proteins and lipids, and practical systems of government that enable a social configuration in keeping with distributive justice and respect for fundamental rights... would enable the restructuring of a humanity that could almost be compared to an Eden.
You may be tempted to see us as redeeming angels or new messiahs capable of freeing you from hunger and misery, oppression, injustice and the wickedness of your fellow human beings.
The contradiction with our conscious inhibition is all the more paradoxical, incomprehensible and apparently selfish, especially as we have to admit in all honesty that we possess such formulas, which we could in principle cede to you.
Our biotechnology has gone beyond the days when disease plagued us as it does you. The genetic control of our tissues and the systems to dominate any infectious viral or mononuclear organism - in other words, any pathogen - have long since been surpassed.
We can easily produce energy, by confining anti-matter in anti-gravitational suspension inside a vacuum enclosure and gradually releasing its mass, making it collide with an equivalent mass of ordinary matter, then channeling the resulting energy after the fusion process.
With such an energy source, the transmutation of chemical elements poses no problem.
We can also produce, with great economy of resources, not only proteins but any molecular mass (iron, titanium, caesium, pentane, haemoglobin, complex derivatives of silicon and germanium....) from raw materials as simple as water, oxygen, sand and more; we can produce the necessary quantities of any artefact or object (tools, furniture, works of art, elaborate foodstuffs) by means of the aforementioned IBOOUAXOO ONNEE system. All we need is an original model. The transmitting device explores molecule by molecule, layer by molecular layer, their spatial arrangements, and the information is sent to multiple receivers which reproduce the original structure layer by layer at high speed. This technique constitutes the main architecture of our consumer goods and production system. Its social costs are minimal, and the enormous capacity to generate products makes them accessible to all my UMMO brothers. The problem of low supply of goods, which on OYAGAA causes brutal distributive imbalances due to scarcity and the subsequent rise in prices, we overcame a long time ago.

Of course, we have also succeeded in shaping a monolithic system of social organization unaffected by the division of nationalities and linguistic forms of expression, and governed by highly rationalized forms of government that prevent any temptation of totalitarian drift.

Such a panorama may well be an enviable model for you to plagiarize, and it may prove disappointing to you that we refuse to transfer to you such idyllic canons apparently capable of transforming OYAGAA(EARTH) into a paradise.

We invite you to think long and hard about this hypothetical possibility, and to discover the great deception involved in this evanescent illusion.

If we try to shorten our reasoning, it's obvious that if Earth's OEMII brain were equivalent to ours, the transfer of our socio-economic, technological and cultural model would be fully possible (whether it's opportune is another thing). The transfer would have to proceed slowly to avoid dangerous imbalances, but in the end, it would make it possible to conform a Network, very similar to our own.

Note, however, that even in this hypothetical case (identical encephalon) such a transfer would be pointless and meaningless, because without the need for us to bring you the information, the collective intelligence and harmonic disposition of the brains would enable you to achieve such a result on your own over an equivalent period of time.

But the intrinsic fallacy of such reasoning becomes abundantly clear if you consider that at a given stage of cerebral evolution it is impossible to assimilate advanced patterns and rules of behavior without seriously compromising the stability of the planetary social network.

Precisely, the terrible tragedy of OYAGAA is centered on the disharmony, very strange to us, that we observe between the different brains that make up the whole of OEMMII your Humanity.

In almost all the planets we know, including our own, there are neurophysiological differences within the same brain pattern. This implies that the levels of intelligence and emotional response of the various individuals in the network are inevitably different. However, the dispersion is not excessive. Subjects affected by atypical psychoneuronal traits (far below or far above average) are very rare indeed.
Among you, the distribution is not only affected by an enormous dispersion, but is even multimodal.

In short, we're assessing configurations in the Earth's nervous network that are not only dispersed, but also affected by different patterns of internucleoganglionic connections. Not only represented by different ethnic groups, but also within them.
But that's not the worst of it. The nervous trunk at the levels of the central reticular nucleus and the cuneiform fasciculus, the caudal pontic nucleus and the oral reticular nucleus of the bridge, as well as the determinate nuclei integrated into the limbic system environment (we use the terminology familiar to Spanish-speaking neuroanatomists) displays dendritic formations classified as paleoencephalic in all its features, since its networks engram instinctive action rules inherited from your animal ancestors.
These modulate patterns of aggressive or compulsive behavior that are so sensitive to the physical-biological environment that they not only prevent the freedom of decision elaborated in the cortex, but also push towards irrational and wildly dangerous practices, as they are endowed with an emotional halo that was unknown in your mammalian ancestors.
This explains sadosexual behavior, psychopathic criminal reactions, the generation of pleasure in torturers, delirious compulsions to dominate and accumulate wealth in absolute disregard of the law that could rescue injured brethren....
In these paragraphs, we're not telling you anything you don't already know. In the hands of irresponsible brains with a paleoencephalic animal neural network, it's like leaving a high explosive in the hands of a small child.

You've created a deliriously structured social "order" in which technological power, economic power and information are manipulated not by the intelligent creators of emerging systems or networks, but by society's sickest or most paleoencephalic brains. We even arrive at the delirious nonsense that the guardians of the Moral Law (UAA) are not honest scientists, but fanatical leaders of certain religious communities who falsify the UAA according to their whim and interest.

The OYAGAA social network is in the hands of a few households or centers of economic power. Any idea, creation or model, which at first may be generated by another OEMMII or group of OEMMIIs outside these decision-making centers, inevitably ends up being phagocyted, controlled by these first. If the idea, the philosophy, the system, the scientific model, technological concept is not useful to their interests, or tends to curb their capacity for power, to crack the iron edifice on which their capacity for religious, political or economic domination is based, these centers have powerful means at their disposal to discredit the idea, block the development of the model, prevent its dissemination or application.
If the idea or network model is useful to them in reinforcing their interests, they brutally distort the framework of application, and a system that could find application in solving the misery of what you call the "Third World", or curbing the advance or spread of a few serious diseases, or alleviating the lack of energy and thus providing better levels of well-being, are rapidly channeled into technological applications close to military power, when they are not monopolized by gigantic industrial networks in order to obtain maximum profit, generating intense disorder in the markets and annihilating the possibility of other systems that could benefit the Social Network reaching full development.
In a fleeting flash, we are presenting you with a familiar picture of the environment in which you live. How can you so naively ask us to provide you with this classified information, capable of being technologically transformed? How long do you think it would remain in your hands? What do you think corrupt politicians, greedy bosses, spy networks and military infrastructures would do with it?
At the present stage of Science, within OYAGAA, a restructuring of your ruling policy, according to ethical models with which you are familiar, and which would turn into efficient economic planning, socialization of resources, effective orientation of research and technological applications, would effectively solve most of the urgent problems we have described to you in the preceding paragraphs.
The problem is not a lack of resources, nor a small endowment of scientific models that could make change possible.
If such a restructuring of your social order is still utopian and unachievable, this is precisely due to the serious structural deficiencies of your brains.

IS A MORE SCIENTIFIC MODEL OF SOCIETY POSSIBLE?

A first analysis of this situation will reveal that such inevitability is not deterministic and rigid, and that fragile paths exist that could make possible certain ways of mitigating such a depressing reality.

Above all, give up all hope of mutations occurring in your genomes in the short term that would enable you to remodel your brain by eliminating the harmful networks that drive you to alienating behavior. The day is also still a long way off when you will be able to carry out controlled mutation using genetic biotechnology techniques.

A real solution would rely on the intervention of an intragalactic Social Network like ours, or another that can visit you, which would agree to control the springs of power on OYAGAA.
It would be easy for us to present ourselves to you with proof of our identity. We possess powerful means of coercion, and an expedition of no more than eighteen times the number of brothers currently visiting OYAGAA; equipped with the technical means we would professionally bring from UMMO, would be enough to "bring to their knees" the political leaders of the most powerful nations on your continents and transfer decision-making power to us. Smaller national entities would not venture to put up the slightest resistance, as we have the means at our disposal to curb any resistance without necessarily causing the death of opponents.
We would immediately proceed to reunite the various nationalities into a single planetary entity, whose governing summit, for the duration of the reconfiguration process, would be governed by my brothers appointed by UMMOAELEUUEE (UMMO's governing center). The vast majority of subordinate governing bodies within an organizational infrastructure that we would impose according to a scientific model developed especially for you, would be run by Earth OEMMII brains selected by us on the basis of their neurocortical structure. These humans would first undergo a rapid training course in centers designed by my brothers. This would require that in a first stage of reconversion many of the current rulers remain in place under the very strict orders of our central government. Other leaders would be replaced by honest human beings.

This first stage would be characterized by the appearance of numerous hotbeds of resistance, sabotage and nationalist and religious hysteria. By this stage, however, we would have multiplied our workforce from UMMO. Specialized teams, assisted by my brothers, and constituting an inevitable (at this stage) police force, would converge on the hotbeds of subversion. We have neuro-encephalic paralyzing agents that do not cause lesions. We would isolate these OEMMII and send them to rehabilitation centers. Obviously, the overall treatment these Earth humans would undergo would be very pleasant for them.

Our educational program for OYAGAA's OEMMII would require a rigorous initial separation of the children from their progenitors, to prevent their ideological contamination.
The training would be centered on a cultural matrix comprising exclusively topical OYAGAA knowledge models, rigorously excluding contributions from UMMO. We would simply select the scientific, historical, ideological, artistic and folkloric elements that my brother leaders would consider untainted by serious conceptual errors. Religious ideology would focus on the moral teachings of JESUS of Galilee. The rest of the beliefs would be taught in the context of historical science. Ethnic and local customs would be respected, without harming cultural evolution, health or the harmonious structure of the social network.
Of course, the technical means and instruments designed for destruction, both strategic and conventional, would be eliminated by reconverting the usable part for civilian purposes.
The industrial infrastructure would be slowly reconverted, following the patterns of an economic model based on the socialization of the Network. This model would be developed by a convention of OYAGAA specialists under our guidance.
The socialization of the international stock of means of production would take place through intermediate states. In the first stage, which you might call cooperative, the management and profits of companies would be managed by the workers on the production line, according to a model for the distribution of functions and utilities scientifically based on the psychophysical parameters of the members of that company. Slow progress would be made towards intermediate stages where management, coordination and profits would be directed by regional Social Networks, led by a democratically-elected circle of OEMMII, but controlled in real time by all citizens.
At the same time, significant progress would have been made in the construction of an information processing network capable of self-programming; the third stage would enable economic activity to be centralized according to a reliable planetary management and income distribution model based on econometric, meteorological, social, environmental pollution etcetera parameters obtained in real time, which would enable the rational direction of this policy to be modified on a planetary level on a daily basis.
During these phases, the function of my brothers would be limited to tutoring assistance, allowing freedom of economic and political management by designated governing bodies (Democratically in the middle and lower strata, thanks to an intellectual selection operated by us in the international arena).

My brothers would limit themselves to pointing out the most serious errors, which would imply a certain transcendence in their application.
Our indications would not be exacting. The regime of interaction between the two centers of leadership (the UMMO Commission and the OYAGAA Central Government) would be limited to information flows to my brothers and advisory assistance on our part.
However, the forces of coercion (police) would be directed by UMMO, and assisted by specialists from our Planet.
Its agents would be exclusively human, equipped with special coercive technology (this would be one of the very few exceptions, where we'd bring our own techniques) capable of paralyzing the neurocortical function for a given time of all mammals within a given radius of action. (We'd tolerate the use of this technology but not the revelation of its technological basis, which is why it's even planned that the equipment would self-destruct in the event of an attempt to remove it from our control.
We would also impose a new model of legal framework and a model of penal rehabilitation based on modern, powerful systems of psychological treatment and re-education, founded on moral patterns inspired by the true doctrine of Jesus of Galilee.

In the first stage of our intervention, as you can see, our level of management would be almost total. We plan to gradually decrease this function, gradually transferring authority to OYAGAA organizations, as and when a new model of planetary Civil Society is structured, more in line with the scientific lines and moral teachings of your OEMMIIWOA. (JESUS)

IN WHICH CASE WE WILL INTERVENE.

This intervention model is obviously hypothetical. We would never agree to interfere in your social evolution under conditions of natural progress.
But we are seriously thinking of intervening, AND WE WILL DO SO IN CASE WE DETECT AN IMMEDIATE RISK OF YOUR SOCIAL NETWORK BEING DESTROYED BY A NUCLEAR CONFLAGRATION OR BY PLASMA OR BIO-TECH WEAPONS (we don't believe that a conflict involving the exclusive use of chemical weapons could cause the extinction of the species).
We insist: only the certainty that the OEMII of OYAGAA could disappear from its Planet would provide us with the moral argument for intervention, and already in this case, we would not limit ourselves to stopping the process of mutual annihilation, but our expeditionary group, increased in numbers and technical means, would put them into action according to the scheme summarized in paragraphs previously typed.

It's difficult to assess the probabilistic level at which this could happen, which moreover fluctuates with time. But we have already prepared, as early as 1975, a definitive contingency plan, (although its model is periodically modified in its non-structural lines) which began to take shape from the moment DEEII 98, son of DEEII 97 and YU 1, daughter of AEIIMM 368, warned the UMMOOAELEUEE that the turbulent evolution of OYAGAA's humanity would make it foreseeable, though unlikely, that we would need to intervene to avoid a collective suicide that would even lead to the elimination of the lower animal species.

It was immediately agreed to adopt the appropriate measures to prevent this emergency.

FIRST of all, underground bases were built at various points in OYAGAA, with waterproofing and self-sufficiency in oxygen, water, energy and foodstuffs. These facilities were designed to serve as a refuge for our expeditionaries and a small contingent of OYAGAA OEMMIIs, ensuring their survival in the event of a widespread attack with plasma, nuclear and biotechnical weapons, including the entire aftermath of the risk of physical and biological aggression from the contaminated environment (which could extend to around five hundred Earth days).

SECONDLY, to equip these bases with specialized technical equipment in the event of our expeditionaries being forced to take control of international power. In this case, a first phase has been planned in which my brothers on Earth at the time would take direct control of the following nations

-United States of North America
-Union of Soviet Socialist Republics
-Canada
-Great Britain
-People's Republic of China.
Immediately, a second reinforcement expedition would depart from UMMO with large endowments of coercive technological equipment, to consolidate their control over the following nations:
Federal Republic of Germany, Italy, Romania, Albania, Spain, France, Japan, Republic of Vietnam, North Korea, Angola, Republic of South Africa, Israel, Iran, Pakistan, Australia, New Zealand, Indonesia, Mexico, Paraguay, Chile, Indian Union, Brazil.
The remaining countries would be allowed to retain sovereignty for a short time, by coercively communicating to them to proceed with the dismantling of their military infrastructure, (except for their police force), until their leaders are progressively controlled by my brothers.

THIRD Already, when the arrival of our first expeditionary brothers in France was very recent, and once knowledge of the French language made it possible to get to know the broad outlines of the socio-cultural structure of the inhabitants of OYAGAA (in our language Oyagaa means COLD ASTER OF THE SQUARE), they seriously considered the possibility of a massive destruction of life on your geosphere. Theoretical physicists in the People's Republic of China had not yet developed a draft theoretical model for a plasma weapon, the world's arsenal of fission bombs was small and limited to a few nations, and the USA and the Soviet Union (with a certain advance in technical research on the part of the former) were in the midst of developing FISSION-FUSION weapons.

When we gained access to the secret archives of the French D.B. (French intelligence services) my brothers realized that the future technical development of new, more sophisticated weapons was already inevitable, that theoretical knowledge in the fields of Quantum Physics and Molecular Genetics would inevitably lead, within the next forty-five years, to an endowment of destructive means that would result in the destruction of the Earth's Biosphere, should you fail to perpetuate a socio-political equilibrium that is easy to alter at any moment, if we take into account the neuro-encephalic characteristics of the Homo Sapiens Sapiens species.
For our part, we immediately modelled a first embryonic intervention project for borderline cases. We'd only just arrived, ready to carry out a secret study of the intelligent biomass and the biological and geological substratum surrounding it, and already you'd created a complication for us. There was no urgency in that decade of the 1950s. An annihilation of the human species was then impossible, but our prospective data clearly indicated that the danger would become a reality after a certain time, as it did.

The intervention plan (already revised) envisaged the need to place the governing bodies of the already divided and heterogeneous terrestrial Social Network under our rigid supervision and control.
This posed a serious problem. Should we decide on a rapid operation to neutralize the governmental operational bodies, we could not

count on a system of social connection with the Earth Network.

With a bloody model of intervention, it is not necessary, in the first stage, to create systems of relationships. We are certain that it will not be enough to present our identity and provide proof of our coercive capacity before international bodies, for governments to relinquish their sovereignty, nor would we waste precious time attempting to do so, which would be tantamount to increasing immediate reactivity with a resistance response.
Our concept of NEUTRALIZATION implies certain methods of accessing power without causing serious trauma to the socio-economic organization, through socio-operative techniques that would suppress collective panic or paralysis of work activity and administrative machinery.

Naturally, we can't tell you the details of this project, which involves techniques for remote control of amygdala neuronal structures, which play a decisive role in aggressive behavior, and of corticofrontal and hippocampal dendritic networks, which would respectively block the decision-making capacity and memory of those of your brothers involved in the decision-making centers of the State. [see note 5]

Note 5: We repeat that we cannot, for obvious reasons, reveal our plan to you in more than a very superficial manner. Yes, we can tell you that we have arranged the process so that in the first phase, the leaders of the state affected by our intervention are unaware of the origin of the manipulation of their brains.
The affected OEMMII becomes aware of some alterations in his mental state, which he attributes to stress signals, anorexic exhaustion, depression, anxiety symptoms, fleeting lipothymia followed by amnesia and short-lived episodes that would remind you of Ganser syndrome.

We invoke your intuitive ability anyway. Your brothers have long received information about our culture. We believe you know us well enough to have formed a schematic idea of our morality.
Rest assured that we will not resort to the usurpation of your full sovereignty (even knowing that the concept of popular sovereignty is false in your countries) unless there is a terrible danger of the extinction of humanity.
If this were to happen: FIRST, we would only ask you to act as intermediaries. SECOND We would ask for responsibilities from those who, by not keeping the secret, would have made it difficult to take action clearly focused on saving the hominid species.
THIRD Once we had generated a new model of society founded on moral foundations inspired by the OEMMIWOA Jesus of Galilee, we would gradually cede power to executive and legislative bodies, judicial and moral guardianship composed exclusively of OEMMI of OYAAGAA.
Our mission would be to structure this model and create an international network of information processors based on new switching and data propagation technologies (photonics), whose function in developing decision-making models (government, research, economic control....) need not be explained to you.

We can't tell you the probability of such an event. But you must understand that if this were highly uncertain, we would not have given you this REPORT.

We would immediately exercise control over the means of dissemination, to modulate step by step the public information about this process of change so that it would be gradually assimilated without causing alarm.

This gradual conscientization of Society would reach a threshold where the most intelligent OEMMIIs would warn that sovereignty had passed under the control of an alienanthropic entity.

At this point, we would need the help of human beings from Earth who would act as relays between my brothers and your compatriots, with a dual purpose.

TRANQUILIZE YOUR BROTHERS by presenting them with a true picture of our goals, our honesty, our peacemaking intentions, and the powerful reasons why we would have us temporarily usurped your sovereignty.

They would help us to perceive with greater impartiality and precision the needs, frustrations, levels of anxiety and anguish, and possible situations of injustice that would result from our action, and to take care of correcting them on the basis of the data provided by these OEMMII.

You must understand that the capacity for communication between two humanities, one momentarily yoked to the other, albeit without bloodshed, would be nil, had we not foreseen this contingency.
Collective anxiety ratings, feeling dominated by unknown extraterrestrials, would provoke compulsive social attitudes of aggression, terror, suicide, collapse of the Nation's organization and activity, social paralysis and uncontrolled migratory flows. It wouldn't be enough for us to appear on the screens of your Televideo decoders, to try and pacify you, since the persuasive capacity of a being categorized as a "usurping enemy" is minimal.

Aware of this hypothetical necessity, my brothers decided to form very small groups of Earth OENMMII in various nations, to [see note 1] prepare them for this future eventuality in complete discretion.

Note 1: During the first days on OYAGAA we had decided to create underground bases and not to establish any kind of contact with the inhabitants of Pays France. When my brothers discovered that by using clothes similar to those worn by OEMMIIs on Earth, they could pass unnoticed in the cities, contact became routine, but the strict norm of not identifying ourselves was maintained.
We soon began our archaeological work. A number of valuable pieces were discovered, and museum artefacts were turned into images. All the pieces obtained were sent to UMMO to be accurately reproduced and returned to you in the future.
But this created an ethical problem for us. We felt obliged to pay you back with information about our culture.
This was the initial reason for establishing a data bridge with selected OEMMII from OYAGAA.
Our scheme for how these reports would be received was as follows:

"A data matrix (Report) can only be accepted if its information can be endorsed by means of evidence. If we brought the matrix, but not the evidence, an intelligent brain would temporarily archive it without discarding it, but without accepting it as valid either, until it was completed by further demonstrations. In this way we would protect our existence among you (since our testimony would not be fully accepted) but our contributions on scientific, ideological, historical themes... would be provisionally respected."

Such a rational scheme; however was not transferable to your neuroencephalon, as was demonstrated. Many of your brothers scornfully discarded the typed sheets and others surprisingly accepted our identity, without proof, with an almost superstitious awe or deep respect that we didn't deserve, since the letters contained

no consistent convincing input. Brothers of ours from Australia and Canada came to abandon their beliefs and immerse themselves in worshiping our civilization and even our bodies; something we couldn't tolerate, because we knew this mental attitude was damaging to them. That's why we could only come up with gentle corrective measures (You must continue to be faithful to your scientific paradigm and to your religion and culture).
On the other hand, we immediately grasped the need for those of your brothers to form small groups, committed to absolute secrecy and to carefully studying the foundations of our culture, not to assimilate it as a substitute for their own, but as anthropological information emanating from another intragalactic civilization.
But for us it was very important to initiate a cycle of exciting anthropo-cosmological experiments. As you know, in our research on the Multicosmos, we discovered the very important function of the human brain in the Multiple Universe.
Neuropsychic behavior based on UAA (moral) norms exerts singular actions on the Universe, on its BUAWEE BIAEII and on the structure of cosmological matter (these principles you can study in the reports we've given you).

You can't imagine the importance of a micro-network, structured on social foundations capable of producing negentropy, i.e. on ethical foundations.
To scientifically measure the effects of a reduced social network, on another Planet, on the BUAWEE BIAEII of this PLANETARY NETWORK was of incalculable value to us.

It was lawful for us to carry out this experiment, since urging a small, very reduced group of OYAGAA humans to establish bonds of fraternal friendship and love through study and ethical conduct, without renouncing their religious, patriotic or scientific ideas, did not violate any moral principle.

This experiment has been successfully carried out (and the process is ongoing), in different nations of your geocontinents. These are social neo-formations with no more than fifty OEMMIIs in the largest group and six OEMMIIs in the smallest (including GEEs and YIIEs, men and women). Their members have pledged to keep our communications absolutely secret, as if in airtight compartments.

After initiating this project, another pressing need arose to rely on these YIIEs for another possible future mission. This is the subject of the present report.

Powerful difficulties arose in tackling this project successfully. We could not choose prominent politicians, since they were precisely the ones who would have to be neutralized in such an eventuality.

The profile of the chosen OEMMII also demanded that he should not be an eminent man of Science, since his capacity for criticism would require proof of our identity - definitive proof which, for deep-seated reasons, we cannot provide. Nor would it have been possible to convince those of your brothers from lower socio-cultural strata, since their deficient cultural capacity would have prevented them from grasping and understanding the substance of the data we would have brought to them,

On the other hand, it was necessary for the chosen human beings to be relatively well integrated into their social milieu. An Earth politician or scientist is usually disconnected from his or her social milieu and doesn't fully understand its needs. A person of low intellectual level, although able to know his environment, is not able to make a lucid examination of the situation, and even less, to express it with objectivity.

It was necessary to choose OEMMII from the middle social strata: engineers, graduates in social and scientific disciplines, business leaders, priests and pastors of various religions, modest administrative specialists and, above all, doctors, sociologists and psychologists, journalists and specialists in communication techniques.

Their psychobiological model had to present personality traits close to high intelligence, or at least high moral conduct, open aptitudes for connection with intragalactic intelligences, interests in various fields of thought and science, and a full conviction of the need for social order to be based on moral and scientific rules.

We would run the risk of our reports being scorned as the work of pranksters or people with delusional ideas, or in the opposite hypothesis, dangerously disseminated in such a way that we would be discovered or their contents affect the natural and independent social future of your Planet.
At first, we didn't know who to turn to. In France, Great Britain and Australia, we sent our letters of introduction to lawyers, medical sociologists and doctors of physical sciences, names found in telephone and professional directories. When we tried, with our poor phonetic skills, to verify via the telephone channel whether the content of the letters had had any effect, the caller would hang up indignantly. These were texts that had cost us a great deal of effort to work out, for it was only in Australia (at that time) that my brothers were able to find a Briton who, in addition to his language, was familiar with the French-Spanish languages, and who had agreed to type the texts they dictated to him.
My sister UORII 19, daughter of OBAA 17, a specialist in therapeutic techniques, was able to type in Great Britain using her digital knuckles. She also learned to type from our beloved brother [see note 2] ADAA 66, who would later die on this OYAGAA, victim of an unforeseeable accident in 1957.

Note 2: Among the physiological peculiarities of our organism, which in other respects, although differing somewhat from the human structure you have, is in essential features similar to the anatomy of OYAGAA, is our photodermological sensitivity.
Our fingers, in their third phalanx and in the dermis, possess neuro-photoceptor sensors, capable of visualizing diffuse images (not with the same resolution as the retina) which are very useful to us in our investigative activity.
All UMMO OEMMIIs, both YIIE (women) and GEE (men), are born with this sensory capacity (colors are perceived in a different way and with less sharpness).
My brothers who have to use their fingers for other functions (gripping) see these perceptive functions reduced and even cancelled within a few years (obviously we don't feel pain when exerting digital pressure), but those who devote themselves to investigation have been taught not to use the digital tips, in tasks that involve intense pressure on the epidermis.
Muscular tension in these areas, whether accidental or sporadic, does not exert a sensitive ana-neural action on these photoceptors, but if we repeatedly abuse our fingers with activities such as typing on the keyboard of one of your machines, we would end up atrophying our precious optoneuronal function.

So we thought the problem solved. We took a number of typewriters from well-known manufacturers to UMMO and brought them back converted with a transducer system that enabled them to be operated by means of decoded fluctuations in a physiological parameter.

In May 1962, my brothers OBOUU 1 and BIOO 14 were in a Melbourne hotel, together with one of these pieces of equipment, when they were warned that the police were suspicious of their identity. They had to abandon the building in a hurry, hiding the machine as best they could in a crate of dirty clothes in the laundry room.
This time, they were able to return and retrieve it. But the risk was too great, and it was decided to remove any technical evidence that might fall into your hands.
With the construction of underground bases, it was thought that the solution to the problem would be definitively assured if my expeditionary brothers resided there.
A subsequent study of our residential planning showed that frequent entry and exit from these enclosures, located in wilderness areas and occasionally spotted by the rural population, presented more danger than mingling with the population of OYAGAA's major cities.
So we looked for collaborators among your brothers who could write the documentation under dictation.
We found them in Great Britain, Australia, Canada, Spain and the Federal Republic of Germany. In the latter case, a YIEE from a prestigious family, who is today one of our dearest friends from OYAGAA, even agreed to travel to Berlin and then pass, at great risk to herself, into the zone controlled by the Authorities of the German Democratic Republic. We will never forget the services she rendered to my brothers.
We began with a cautious attempt to make contact with humans specializing in various fields of scientific research. Many of them agreed to examine our contributions in fields as diverse as Topology, Network Theory, Astrophysics and Biology, but with a few rare exceptions, they all greeted our assertions of UMMOAO identity with great suspicion, believing that the documents must emanate from some disturbed colleague or from academics with a subtle sense of humour.
At the time, our primary objective was to repay in some way the contribution you had unknowingly made to the cultural heritage of OYAGAA (EARTH), but we also wanted to analyse gradually and with great caution, the impact that might be produced in the Social Network should open contact between our two cultures become inevitable (In the not yet ruled-out event of your capturing one or more of my brothers, an open identification would become inevitable, provoking social disturbances that would prove difficult for our specialists to assess).
Behind this primordial objective lay another focus of interest: the emergency plan already reiterated (in the event of imminent biological destruction on OYAGAA). How could we know the concerns of the human mass suddenly subjected to such a threat, to the iron tutelage of a few beings from another galactic entity?
We should prepare a small, select network of citizens

from different countries. OEMMII belonging to what you call Mass media, and therefore well acquainted with the concerns and problems of the society of which they are a part.
It was necessary that such humans
TO BE RELATIVELY CULTURED, INTELLIGENT, OF HIGH MORAL CHARACTER AND INTELLECTUALLY INCLINED TOWARDS QUESTIONS OF GALACTIC CIVILIZATION.

That they accept with caution, but not dismiss, the hypothesis of our existence, our identity.

THAT THEY ARE FAMILIAR WITH OUR CULTURE AND HISTORY THROUGH FLUID COMMUNICATION.

Naturally, the problem would be for them to become supporters of our ideology, intellectual slaves to our personalities. This is unacceptable for our ethics. We had to urge them to remain faithful to their ideas and knowledge. The only viable solution was to explain our scientific models in a didactic way, without providing definitive proof, and to introduce elements of error that would force them to entertain reasonable doubts about our identity, diverting their suspicions towards countries, institutions or individuals.
We could not convert them into our acolytes, traitors to their ancestors and to OYAGAA. Our intention in the future, should we have recourse to their services once this hypothetical Plan of Usurpation of Power had been deployed, would not be focused on converting them into puppet rulers of our governing bodies, but into a necessary chain or liaison network, capable of tranquilizing their brethren thanks to the information they would possess on our culture and intentions, and providing us with valuable data on the urgent needs and concerns of a Social Network momentarily paralyzed by uncertainty and the terror of feeling dominated by unknown forces.
They would act, then, as a two-way conduit of information between our dome of power and a humanity under yoke. Dual-vector ambassadors.

An unfortunate event in 1966 caused us to reflect on the possibility that some other unfortunate event might jeopardize our plan to maintain rigorous secrecy about our presence on OYAGAA.
At the time, we were very concerned about the North American B-45 M 899 project to place nuclear-armed satellites in orbit.
We were especially interested in obtaining more data on the SATURN 500 F launcher, which was scheduled for testing at the Kennedy Space Center complex. In fact, we had already suffered a disturbing incident when OYII 62 son of AANX 2 was spotted one night on Merrit Island near the secret base's industrial range, escaping in the end by jumping into the waters of the Banana River.
We decided to build a secret base on an island not too far from Cape Kennedy.
The project involved a methodical exploration of this area facing the Atlantic Ocean. It was a night in May 1966. At 4:12 a.m. local time, four OAUOLEAA UEWAA OENMM (interastral travel craft) from our UMMO landed south of Great Abaco Island, not far from Marsh Harbour.
One of them, despite having detected the unusual presence of an Earth OEMMII in the area at this time of night, was unable to avoid an accident as it descended.
The unfortunate farmer was just a few meters from the point of descent of our vehicle. He suffered a very serious concussion, due to the intense level of the short-wave Radioelectromagnetic frequencies.
He was immediately transported to our Canadian base. We had to transplant embryonic tissue and perform a complex surgical procedure, accessing his hypothalamic area through his nasal cavity. It was also necessary to access the hippocampus to erase engrammed information and prevent him from accessing data in the minutes after his conscious functions had been restored. At 7:40 a.m. on May 21, 1966, we left him re-established at a point not far from where the unfortunate event had occurred. What would have happened if this human had died through our fault?

All these problems were bothering my brothers. Wasn't it better to leave a planet so close to the brink of a massacre? It was foreseeable that in the future a mutual attack would be unleashed so rapidly that it would be impossible for us to control the situation, even affecting the lives of some of our expeditionaries.
We decided, however, to continue our work of study and at the same time to pursue contacts by forming selected groups of Earth humans in a few rare nations.
By this time we had discovered that thousands of OEMMII were showing a keen interest in what you call UFO phenomenology. The especially favorable space-folding conditions of those years, stretching from 1943 to 1978, allowed access to your Sun's planetary system not only to us, but also to other galactic civilizations.
They were not numerous, and the contacts our ships experienced with the Earth's atmosphere and subsequent landings were reduced to a much smaller actual number than estimated by many Earth specialists. Our OAUOOLEEA came from different stars with advanced civilizations. We didn't know each other except in rare cases, and we followed the norm of not interfering with each other's missions. Only three galactic civilizations decided to leave permanent expeditionary corps on different continents. A fourth, from a star 96 light-years from Earth, whose name you might pronounce as GOHO, visited you more times than all the others put together, including us, OEMMII from UMMO.
The anatomical morphology of these intelligent OEMMII beings gave them away. Small in stature, with very atrophied arms and a large cranial cavity that makes for a large head, they were unable to mix with OYAGAA humans. Since 1948 (December) (before our first expedition to Earth) they have arrived on your Star and settled in a small number of underwater bases. They were especially interested in studying the Earth's biomass and especially the biology of its OEMMII and intercepted several YIIE and GEE (men and women) to analyze their bodies without harming them. After a few years, when their curiosity was satisfied, they left. In spite of everything, they let themselves be seen in their rapid interventions much more than other expeditions.
The other two planetary groups mingled with you easily, thanks to the advantage of having an anatomy not very different from that of OYAGAA's OEMII. Their goals were identical to ours, but their strategy was different.
They maintained strict silence without ever making themselves known. Their ships were inevitably detected like ours, and they set up bases in the USA and the Soviet Union. (Expeditionaries from one of them, Astre ISSSSS, arrived in Angola in 1962, mingled with you around 1969 in the USA, the USSR and the Indian Union, and abandoned OYAGAA in 1980. ISSSSS is located 174 light years from OYAGAA) They have all avoided any kind of contact with us.

None of these civilizations caused you any harm, following more or less different but essentially coinciding standards derived from universal UAA.

There was one exception. An expeditionary group sent agents to various countries in Asia and Europe. Two of them arrived in Spain before ABAEXII 4, son of ABAEXII 3, put his body in contact with the Iberian peninsula for the first time. Years later, thanks to their brain control devices, they connected with a Japanese citizen living in Madrid, and then, through him, with another OEMMI called Fernando Sesma Manzano. This civilization, highly advanced in the study of the Brain Network and its function in the Multicosmos, found this a very interesting opportunity for them to use Earth's humans as guinea pigs for their neuropsychological experiments.
Endowed on their planet with a civilization structured along strict moral lines, they reject the UAA, which obliges us to respect the evolution of other planets with an inferior civilization. With absolute contempt for the biological integrity of Earth's people, they selected a vast sample of unfortunate humans and subjected them to mental manipulation.
Victims to varying degrees (some YIEE and GEE were also subjected to control inducing various pathological conditions) were citizens of the People's Republic of China, Thailand, Indonesia, Japan, Italy, Greece and Spain.
In Spain, your brothers, whose names follow, were assigned to different levels. Franco Muela, Fernando Sesma, Victoria Iruretagoyena, Alicia Araujo, Clemente Dominguez Gomez, Isabel Nido, Jose Gonzalez Arenas, Regina Sandras, Julio Ferrrandiz Sanchez, Eduardo Buelta, Francisco Montesinos Lopez, Maria Asuncion Cibeira, Francisco Ramallo, Maria Teresa Aymerich de Tapia, Estanislao Gomez Marfil, Pedro Vivancos Garcia.

As for us, we established our first base of action in Albacete in an underground laboratory located in the center of the city, and then moved to Madrid.
By this time we had already established an excellent source of contacts in various countries. The international expectation of UFOs not only in the atmosphere, but also at landing sites, had generated an intense collective psychosis.
Well over eighty percent (of sightings) were the result of observational errors and falsified versions from false witnesses. The news printed in the media, in turn, created new apocryphal reports, so that in academic and scientific circles, humans who took an interest in the subject were branded as semi-illiterate or affected by delusional mental representations.
This lack of interest on the part of certain layers of government, the police force and sectors
sectors of the scientific community, offered us us an excellent alibi, so that we could manifest ourselves without serious risk to humans interested in the extraterrestrial issues. If the press or radio were to pay excessive attention to our reports, it would be easy for us to throw up an opaque smokescreen, preventing excessive radiation of the news, by spreading the rumour that it might be the ravings of some mentally disturbed person.
We had already used this strategy in Mexico and in your own country, Spain, when we chose an excellent YIEE who suffered from psychopathological disorders as our host in Albacete. Your sister's reputation protected us from dangerous rumours during my brothers' stay in the Castilian city.

There were already groups in various countries, whose members periodically received our reports, studied them carefully, and in return promised to maintain strict silence. They were almost convinced of our real identity.
One of my brothers, UDIEE 36, son of UDIEE 34, had such confidence in the Canadian group that, as the first precedent in our history in relation to OYAGAA, he agreed to hold a meeting with the group's members. The group consisted of nine GEE (men) and twelve YIEE (women).
These and other groups from Australia, Great Britain, the Federal Republic of Germany and Zimbabwe.... have been faithful to their promise to keep our existence a secret.

Thanks to a publication edited by your brother Joaquin Valdes Sancho, we learned of the existence in Spain of another of your brothers, Fernando Sesma Manzano. Text decoding had revealed the existence of an encrypted message, which it was impossible for him to have known about without having established contact with some extrasolar civilization.
By this time we were determined to form another group in Spain, and had already attempted other contacts with uneven results.
Fernando Sesma greeted the first telephone calls with some mistrust. We captured a lot of data on his neuromental structure through his phonalisation, and understood that his intellectual-emotional patterns could be very favorably affected by delivering a message engraved on stone enamel. Thus began the first telephone dialogues with your unfortunate brother (in 1965), later victim of infamous manipulations emanating from other intragalactic beings.
But despite our repeated entreaties to remain silent about the reports we delivered to him, written by our brothers in a langage that was accessible to him, he devoted himself to spreading the contents of these with visceral enthusiasm, accepting interviews with journalists who immediately printed these data concerning our existence in some of the media of the day.

Our physical presence and the provision of proof would have made him realize the seriousness of the matter.
But your brother Gran, to whom we'd arranged to meet in a specially-designed location, wouldn't agree to the interview. Either he didn't take it seriously, taking it as a joke, or he cautiously thought it might be a dangerous ambush.
It was impossible to influence Fernando Sesma's mind. In successive telephone dialogues, we told him of the enormous danger he was running by maintaining relations with the group calling itself "Saliano". Immediately, they acted on his amygdala formations, causing him temporary amnesia of the content of our conversation with him, or forcing him to tear up the letters in which we poured out these same warnings.
My brothers were on the verge of abandoning all action in Spain. The reality of our stay in the Peninsula could not have generated more unfortunate events. In Albacete, we had been on the verge of provoking a very serious epidemic with incalculable consequences for not having taken stricter precautions. Through our fault, an innocent YIEE [see note 4] found herself involved in a judicial process. In Valencia, one of our brothers, forced to live in a disreputable boarding house, became involved in a troubled police affair involving some poor prostitutes, and they were on the point of identifying us. And now "the whole country" was informed of our existence, thanks to the indiscretions of your brother Fernando Sesma.

Note 4: Although we are to blame for the very serious incident in Albacete (Spain), because we should have adopted more stringent precautions, it is necessary to note that, at the time, experiments were carried out under very difficult conditions. Attempts to install armoured doors in the Basement laboratory conflicted with your brother José Maria Bassols' refusal to allow armoured elements into the building at Mayor 58 (Albacete), which could arouse the suspicion of deliverymen and neighbors. These repairs seem so reasonable that subsequent events have proved us right. If the accesses had been shielded, a chain of events... chain of events that could have led to one of the most terrible epidemics OYAGAA has ever seen.
A second mistake was to put your sister Luisa Ballery in charge of acquiring the security locks for the doors from a hardware store. Before handing them over to my brothers, no doubt driven by a natural curiosity, she had duplicate keys made.
The stealthy entry of these two YIIE into the laboratory, probably without the authorization of your sister Margarita Ruiz de Lihory, was a truly disastrous event, leaving one of them contaminated and subsequently transmitting the viral entity to other OEMMII in the city of Albacete.
We can state with certainty that the accusation that my brothers mistakenly left access to the laboratory open before embarking on their journey is totally unfounded. What's more: there was a second, inner door, which was forced open by the women, driven by their exacerbated curiosity.
In any case, it must be understood that the great secrecy surrounding our activities, which were not even known to the Mistress of the building or your brother Bassols, intrigued all those who had any knowledge of our stay there. Your sister Margarita Ruiz was affected by a very authoritarian character and managed to silence all the criticism that her daughter Margarita and other humans voiced, but she was obviously unable to thwart the unfortunate violation of the reserved rooms.
Accusations that we had to resort to financial subornation to try and curb the confidences in Albacete and Madrid (which some OEMMII inevitably began to make about the reality of the facts) ignore the fact that it was necessary for us, at that time, to prevent news of our stay from breaking through the channels of communication. It's true that my brothers had to spend considerable sums of money, but it's totally unfair and untrue to accuse us of deaths that have occurred since then, and to attribute them to us without the slightest foundation. It's certain that the news of the amputation of the hand of that sister of yours who died so tragically, and the extraction of other anatomical structures, and the rumours that inevitably spread among the authorities who heard of our existence in connection with the case, subsequently attracted other foreign agents who understood our involvement in the studies we were carrying out in Albacete. It was these Brothers of yours, of North American nationality, who caused serious harm to an OEMMII in the entourage of that good YIIEE Margarita Ruiz de Lihory. Although we have no proof, we do not rule out that one of these strange deaths could be due to their activities, although we do not rule out that this singular chain of deaths - which also caught our attention - was the result of chance.
The only suspicion that these agents may have been involved in the physical elimination of Spanish human beings is based on a document reproduced by us, dated October 22, 1980 (internal service communication from a North American entity) Communication dated Albacete and addressed to a certain Michael F. Fowler, who was residing at the time in a hotel in Murcia (Spain) in an encrypted message decoded by us, which mentions investigations carried out by the Spanish national residing in Albacete. In these days, all the nervousness of the U.S.A. agents has its origin:
In January 1954, my brothers hurriedly abandoned the underground laboratory in Calle Mayor. An exhaustive sweep was carried out to recover our equipment, the technology of which would have aroused intense interest if discovered by the authorities. Animal remains had to be hastily hidden in jars and crates, and only topical surgical equipment of Spanish origin was handed over.
But we didn't take into account the impact that was inevitable.
On the very morning when the decision was made to transport Margarita Shelly to Madrid, my brothers had given the old maid a precious crate to send, via a second YIIE, to a specific address. My brothers were to accompany the expedition of the sick woman and her Mother, in an independent vehicle to the capital of Spain. Little did they know, of course, how events in Madrid would unfold.
The intervention of the Madrid police only gave them time to move the underground laboratory, as we have just reported, before the Albacete authorities intervened, but the precious case could not be recovered.
It contained a very small gas chromatograph. A very rudimentary instrument, but useful for the range of research my biologist brothers were carrying out at the time. In those years, we brought only the most essential research instruments from UMMO, lest they fall into the hands of Earth's humans. The rest of the equipment we either bought directly from specialized firms in Germany and France, or, like this chromatograph, we resorted to a mixed system. The technology was entirely from OYAGAA, but we manufactured it ex-professo using miniaturization methods which, even at the time, seemed to your specialists to be highly advanced.
The reference chromatograph was faulty and my brothers in Albacete needed it repaired urgently.

After a few months, my brothers got in touch with the servant again, but they were unable to find out what had happened to the box. Neither offers of money nor prayers were enough to overcome the mute attitude of this one of your sisters. She stubbornly insisted that since Margarita's dramatic story, the box had "got lost" and that she didn't know what had happened to it.

The real version of what had happened we learned, paradoxically not in Spain but in the United States of America.
In February 1954, dispatches from Madrid's Direction Générale de la Sûreté and the Ministry of Government commented on the strange circumstances surrounding the Calle Princesa 72 affair, with reference to the forensic examination of the hand of the unfortunate Margarita Shelly. It was inevitable that the experts would observe that the amputation technique was not the usual one in clinical circles, and even less so if it had been performed by a layman. What's more, the police knew that "strangers" to the family of Margarita Ruiz de Lihory were involved in the whole affair.
As usual over the past 48 years, the U.S. Embassy had its own agents in both the Ministry of Government and the D.G.S. They immediately realized that this case was far more important than the press of the time had let on. A team of experts was sent to Albacete, Barcelona and Doña Margarita's properties. We don't know under what circumstances our chromatograph was confiscated by them, but that's what happened.
Examination of the device in the Atlanta laboratories disconcerted them. This was to be expected. The analyzer, although incorporating a few German-made parts, had practically been built by the rest of us.

The alloys used, the polymers and the glass were also from OYAGAA, but not its sophisticated design and certain aspects of the mechanization of the parts. What's more, the machine bore no brand name and no identifying anagram.
This discovery led to a new policy on the part of North American intelligence services, who intensified their investigation into our group. Perhaps these facts helped them to understand certain aspects of our attitude on OYAGAA.

But this time, with great joy on our part, my brothers were delighted to discover that not only was it untrue that the broadcast had spread, as they had believed, "all over the country", with the risk of the news filtering through to the whole of OYAGAA, but also that the irradiation of this news had quickly died down and that the sector of the Social Network that had read this data assimilated it almost with indifference.
For us, it was sensational news. My brothers at the time were not yet familiar with the logical intellectualization mechanisms that govern the network of minds on OYAGAA. Popular assessments acted as a brake on all data that could be contributed by Ufology believers.
This offered us an exciting field of experimentation, on the levels of suggestion and credibility in the flow of data brought to a Social Network. We understood that it was possible to proclaim a truth with all the technical means of resonance through the channels that disseminate information, and to manipulate the degree of acceptance on the part of large sections of the population. We could see clearly that even if we were captured and decided to reveal our identity, we'd still manage not to be believed.
Thanks to your brothers in Spain, we were discovering that many of the painstaking and costly precautions we had taken to ensure that no information about our stay on OYAGAA would filter through were in vain.
Faced with the fait accompli that a fraction of the Spanish public would have been informed of our existence, we decided to continue the social experiment and tolerate, under controlled conditions, the broadcast.

We already know that there is a threshold for the dissemination of such data, which can nevertheless prove dangerous, which is why we remained concerned that too many texts about UMMO were published, especially in Spain. We feel great affection for your brothers Antonio Ribera, Juan Aguirre and Enrique Lopez Guerrero, and we know that they have rightly used their freedom to publish a significant part of our reports, but they also understand that we will be forced to adopt corrective measures, by suspending or reducing the sending of data, as we did when the text entitled UMMO, Another Inhabited Planet (Editions Espejo Madrid 1967) was published.

As a result, you'll understand that it's of great interest to us at the moment that the spread of our identity is diminishing considerably. It's true that the fact that our plans for controlling OYAGAA in the event of serious danger to your biosphere, and set out in such elementary form as we have done in this writing, are filtering through the operational departments of the various states, doesn't worry us too much: For two reasons:

1° They won't believe us
2° Even if they were to foresee this risk and find out about our project, we have sufficient means at our disposal to curb any resistance.

What does worry us, however, is that the micro-networks of connections so laboriously created in various countries and made up of peaceful, innocent brothers of yours, interested in our culture, could suffer some form of harm. [3]

On the other hand, you are the injured party, and we're concerned about the consequences that may befall you in the future.
In addition to making direct communication with you impossible, in which one of my brothers could have established personal contact as has happened in other groups and with a few of your brothers in Spain, you have become the focus of certain information services, as you have been able to see on certain occasions. We do not seriously believe that agents of these intelligence groups are doing you any real harm, but we must warn you that if you decide to continue postal or telephone contact with us, you will be subject to unpleasant surveillance and possible future harm.
